Late Mr. Vinod Kumar Singal, an eminent Industrialist, Educationist, Religious Activists and Social figure of Ghaziabad as the Founder Chairman. It was his brainchild. He remained the Chairman of Foundation from 17/04/1997 until 14/12/2013- till his last.

In 1963 he introduced Lions International to Ghaziabad and became the Charter Secretary of Lions Club Ghaziabad. In 1976 he formed Lions Eye Hospital Trust Ghaziabad and thus became Founder Chairman of the Trust. He found Ghaziabad Geeta Goshthi in 1975. He was active for collecting Eye Donations for Venu Eye Research Foundation, New Delhi and was honoured by Mrs. Sonia Gandhi in 1998. He set up the District Red Cross Society, District Blood Bank, SpikMacy- Ghaziabad Chapter, CARTE,  he was the Deputy Chief Warden, Civil Defence; Manager of Sushila Inter and Seth Mukandlal Inter College; Jt. Secretary, VMLG College and many other social organizations.
